As of August 13, new regulations on telephone numbering will come into effect: calls originating from unsolicited mass communications must use the 809 numbering block, while solicited mass communications must use the 600 numbering block.

This is pursuant to Exempt Resolution No. 286 dated February 7, 2025, issued by the Ministry of Transport and Telecommunications, which incorporated two new categories within the complementary services to the public telephone service, as regulated in Article 8 of the General Telecommunications Law:

Complementary Service for Unsolicited Mass Communications: This includes information and/or advertising services directed to the subscriber or user of the telephone service, through communications that are automated and/or massive in nature, and that have not been requested or authorized by said subscriber or user. It covers all types of communication—verbal, written, pre-recorded, generated by artificial intelligence, among others. Emergency communications and others defined by the Undersecretariat by means of a resolution are excluded from this definition.

This category includes telemarketing services, informational calls, and advertising calls, all of which share the common characteristic of not having been requested or authorized by the recipient.

For the complementary service of unsolicited mass communications, the numbering block 809 XXX XXX is assigned, where X represents any digit from 0 to 9.

Complementary Service for Solicited Mass Communications: This includes information and/or advertising services directed to the subscriber or user of the public telephone service, through communications that are automated and/or massive in nature, and that have been requested or authorized by said subscriber or user. It covers all types of communication—verbal, written, pre-recorded, generated by artificial intelligence, among others. Emergency communications and others defined by the Undersecretariat by means of a resolution are excluded from this definition.

This category includes calls for which the telephone subscriber has given express consent, accepted through a service contract, or where there is an existing commercial relationship. According to the authorities, this category may include actions such as bill payment reminders or confirmation of medical appointments.

For the complementary service of solicited mass communications, the numbering block 600 XXX XXX is assigned, where X represents any digit from 0 to 9.

The above-mentioned categories include all types of verbal, written, pre-recorded, or AI-generated communications, and include both telephone calls and written communications such as SMS and MMS, among others.

Violations of these provisions will be sanctioned in accordance with the General Telecommunications Law.
